Benchmarking


The objective of the benchmarking element of the Annex is to provide policy-makers with a comparison of the performance of products on the market acroos different countries and/or regional areas.  This will give policy-maker with evidence-based information on which to base policy decisions or identify requirements for further studies.

 

The main components of the benchmarking activity are:

 

  • Comparison of the average and best products on the various markets (corrected for test method differences) presented in easily comparable summary graphs and tables, and reporting on the potential for each nation or region to improve.
  • Analysis of the differences between markets taking into account policy measures as well as other relevant factors (to be defined, but could include energy prices, competitive pressures, attention for environmentally sound behaviour, culture, etc.).
  • Sharing best practice and lessons learnt by highlighting potential policies that could lift product markets to better energy performance levels, globally.
